The agency seeks a qualified vendor to provide electronic mail processing and scanning services for its eleven facilities. The primary goal is to implement comprehensive mail scanning procedures to eliminate contraband entering through the mail system and to take effective steps to mitigate risks posed to both incarcerated individuals and staff.
The selected vendor will be responsible for receiving, scanning, reprinting, and shipping all incoming non-privileged (excluding legal correspondence) mail to the designated facilities. Additionally, the vendor must develop and maintain a secure online system enabling attorneys and public officials to send legal and special mail directly to recipients within the facilities.
The contract will be awarded for a one-year period, and prospective bidders are required to submit any questions regarding this solicitation by April 13, 2026.
