The chosen solution must support at least thirty concurrent active users, regardless of the system's overall scale or simultaneous activities, such as multiple report generations. The system should enable encrypted and efficient data exchange with other campus computing resources, supporting robust data file exchange without disrupting ongoing operations.

All changes or additions to patient records must be auditable, and transactions associated with data exchanges should be clearly identifiable for billing. The platform must allow unlimited data exchanges while maintaining real-time system performance. Additionally, the system should include a comprehensive report generator offering both standard vendor reports and custom report creation tools. Users are expected to have control over report access and editing, with advanced features for formatting, display, and export to common formats (.xlsx, .doc, .pdf).
