The State of California is seeking a qualified vendor to provide electronic health record (EHR) system software and implementation services tailored to behavioral health programs serving non-prescribing providers. The solution must facilitate secure data exchange and integration with other systems via APIs, web services, secure file transfers, or similar methods, supporting interoperability within a healthcare environment.

The EHR software should initially accommodate up to 200 users, with scalable options to support up to 1,000 users. It must feature robust helpdesk and staff training support, as well as comprehensive backup and disaster recovery capabilities to ensure data protection and rapid availability within eight hours after a disaster or cyber incident. Key system functionalities should include populating behavioral and mental health screening tools, supporting import of digital signatures from various devices, prepopulating forms with existing data, enabling simultaneous multi-user access to records, and linking scanned documents such as temperature logs to patient profiles.

Additionally, the system should support telehealth by integrating with video conferencing platforms, provide front desk staff with accessible client financial summaries, and issue notifications regarding critical screening events such as suicidal ideation. The solution must be user-friendly, scalable, and designed to support the efficiency and compliance needs of behavioral health providers.
