Proposal submission deadline: April 28th, 2026, by 5:00 pm CST.
Evaluation proposals will be reviewed within ten business days following the submission window closure.
Contract Duration: August 1st, 2026 – July 1st, 2028.
Preferred Transition Option: Start new eWIC processor contract on July 1st, 2027, allowing twelve months for transition.
Alternate Transition Option: Start new eWIC processor contract on October 1st, 2027, allowing approximately nine months for transition.
Current eWIC processor contract End Date: June 30th, 2028.
The Department desires 9-12 months for Supplier transition, if applicable.
Project Schedule includes: Securing QA services, drafting RFP, gaining Department approval, submitting RFP to FNS (up to two 60-day review periods), releasing RFP (open for 30 days), evaluation committee review (ten business days), selecting next eWIC processor, contract negotiations, and internal ADPH approvals.

The government authority in Alabama seeks a vendor to provide quality assurance services for the re-procurement of electronic benefits transfer (eWIC) processing. The selected firm will assist the department in preparing a new Request for Proposals (RFP) to identify, negotiate, and support the selection process for the next eWIC processor. If the department selects a new processor, the awarded supplier will assist with the transition to the new provider.
Services include providing regular oral and written updates, creating and assisting with documentation, scheduling and conducting meetings with various stakeholders including the department and other partners such as FNS, supporting proposal evaluation through the creation of evaluation tools or methods, and aiding with the supplier transition as needed.
