DESCRIPTION


Connecticut is seeking a vendor to provide an advanced electrical utility SCADA (Supervisory Control and Data Acquisition) and Outage Management System (OMS). The solution must support real-time acquisition of outage events from SCADA telemetry, including data related to breaker operations, recloser lockouts, and relay activity. Additionally, the OMS should have the capability to automatically generate predictive outage locations using feeder topology information derived from the ArcGIS Utility Network, as well as event data from metering systems such as AMI/AMR last-gasp notifications.

The system is required to seamlessly interface with ESRI’s ArcGIS Utility Network, periodically retrieving up-to-date circuit models, device attributes, and connectivity information at intervals specified by the utility. The OMS must perform topology-driven outage tracing and accurately incorporate updates from the GIS network to reflect the latest system changes in its operations. This project is intended for technology providers with proven experience in SCADA, advanced outage management, and GIS integrations for the utility sector.
