The selected vendor will provide hosting, development, and implementation services for educator evaluation systems. The solution must ensure data encryption at rest within the database, and all data transmission between users and servers must be secured via HTTPS (SSL/TLS) for integrity and confidentiality. A strict password policy is required, including minimum 15 character passwords, rotation every 90 days, and prevention of reuse for the last 10 passwords. Role-based access control (RBAC) must be enforced to grant users, including students, faculty, and admins, only the least privilege necessary. Hosted data should be maintained in a SOC 2 compliant warehouse or repository.
The system should provide robust access management for all user groups (educators, evaluators, school leaders, district and charter administrators and staff) and include detailed audit logging for compliance verification and issue resolution. It must support automated scheduling and coordination of evaluations, meeting reminders, and tracking completion across evaluation cycles. Additionally, the solution should enable mobile access for core educator and evaluator tasks, such as inputting observation information and submitting evidence. Vendors should demonstrate prior experience with statewide K–12 educator evaluation systems or comparable projects, especially those involving multi-role workflows and enterprise reporting.
The contract period will be one year, with all vendor questions due by March 28, 2026.
