The government authority in San Francisco, California is seeking a qualified vendor to provide analytical support consulting services for the development of an Education Strategic Plan. The selected firm will conduct data gathering and analysis to inform strategic planning processes, design and facilitate visioning sessions with faculty, classified professionals, students, administrators, and other stakeholders, and synthesize insights to shape the educational agenda.

As part of this engagement, the vendor will also develop a companion facilities master plan, ensuring educational priorities are integrated with assessments of space, capacity, utilization, and long-term facility needs. The contract requires the development of a detailed project work plan with defined milestones, engagement approaches, and coordination with concurrent initiatives.

The scope further includes an environmental scan to collect relevant external data, analysis of these findings to inform strategic priorities—especially regarding enrollment patterns, equity measures, and facilities alignment—and facilitation of structured listening sessions to surface stakeholder priorities. The firm will be responsible for developing actionable recommendations to serve as the foundation for the education strategic plan and related facilities strategies. The contract period will be for one year.
