The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Product Delivery Services (PDS), is conducting market research to identify qualified vendors able to deliver an enterprise-scale eDiscovery Software as a Service (SaaS) solution. This solution must include implementation services, training, and ongoing support. The system must be capable of large-scale preservation, collection, processing, review, analysis, and production of Electronically Stored Information (ESI) for litigation, investigations, FOIA responses, and Congressional oversight.
Key requirements for the solution include large-scale ingestion, indexing, and processing of ESI, with the initial migration of approximately 300TB from the current system. Advanced capabilities such as review, analytics, TAR/AI, PII/PHI identification and redaction, robust case management, and secure production are necessary. The system must offer role-based access, Entra ID integration, two-factor authentication, and full compliance with VA security, FISMA, FedRAMP Moderate, and Zero Trust standards. A high-availability cloud architecture, TIC-compliant network connectivity, continuous monitoring, and performance reporting are required, along with comprehensive implementation and 24/7 support.
VA is requesting industry feedback regarding technical capabilities to fulfill these requirements, evidence of past performance with similar large-scale eDiscovery projects, and details on SaaS licensing and pricing. This Request for Information (RFI) does not constitute a solicitation but is intended to gather information for acquisition planning purposes.
