Contract Award: eDiscovery software solution to be fully configurable, deployed, and ready for VA use within 14 days.

Within 3 business days of Contract Award: Contractor to provide roster of employees for background investigations.

Within 5 calendar days of Contract Award: Contractor to provide repository ID and link for System Security Plan (SSP) and supporting artifacts.

Within 10 days of Contract Award: Technical kickoff meeting to be held.

Within 14 days of Contract Award: Contractor to provide an Incident Response Plan (IRP) scenario.

Within 21 days of Contract Award: Contractor to complete Table-Top exercise for IRP.

Within 30 calendar days of Contract Award: Contractor to provide most recent monthly scans for production environment and availability for monthly continuous monitoring meetings.

Within 90 days of Contract Award: Migration to the new solution to be completed.

Upon successful issuance of VA ATO: Live VA data can be used in the system.

Post ATO award: Contractor to provide Monthly VA License Report.

Throughout the contract duration: Base period and four 12-month option periods for eDiscovery solution support and training.

DESCRIPTION


The agency is seeking a vendor to provide an eDiscovery Software as a Service (SaaS) maintenance solution. The required offering must be an enterprise-level, commercial off-the-shelf (COTS) product that addresses all aspects of eDiscovery, enhances capacity, and ensures compliance with Federal eDiscovery Law and associated requirements.

Expectations include full implementation of the system, which covers software installation, data migration, testing, and deployment support. The service should support future integration capabilities with Microsoft Office 365, SharePoint, OneDrive, and MS Teams. Other essential features include database reporting, data visualization, and data export options; advanced search functionalities such as Boolean, fuzzy or stemmed searching, saved searches, search history, and scheduled search updates; as well as email threading and automated identification of sensitive information such as Social Security numbers (SSNs) or other Personally Identifiable Information (PII).

The solution should ensure interoperability, scalability, and comprehensive eDiscovery management to support the organization's ongoing legal and compliance obligations.
