DESCRIPTION


The selected vendor will develop a comprehensive economic vitality strategic plan focused on actionable and implementable measures that can be led or coordinated by the town, in collaboration with existing organizations and regional partners. The scope of the strategy should translate high-level concepts into clear priorities, well-defined roles, and practical actions aimed at enhancing year-round economic vitality, while safeguarding community character, environmental quality, and the small-town atmosphere.

This plan must integrate critical issues such as housing, workforce development, climate, mobility, and sustainability into the town’s economic vitality strategy. The vendor will clarify the town’s specific roles—identifying responsibilities in leading, supporting, convening, or deferring to relevant partners. Additionally, the plan should include a business assistance model to facilitate new start-ups and business expansion, address barriers, and support the development of suitable commercial and industrial spaces for local businesses, trades, and service providers.

The plan should promote economic development aligned with environmental stewardship values and maintain the unique identity of the community.
