The city seeks a qualified vendor to provide economic strategy and downtown development plan services. The selected consultant will be responsible for preparing a comprehensive three-to-five-year strategic plan, alongside a downtown master development strategy, to build upon current initiatives and foster long-term, sustainable economic growth for the community.

The strategic plan should include data collection and analysis of the city's existing economic climate, incorporate stakeholder participation, develop clear goals and objectives, and consider the city's overall direction and potential community partnerships. The plan must address short, medium, and long-term goals, contain flexible action plans for emerging opportunities, and propose methods to increase and stabilize sales tax revenues by driving commercial and experiential development.

Additionally, the project will involve evaluation of market conditions and trends to ensure recommendations are based on up-to-date data and best practices in economic development. The plan should balance the preservation of Weslaco's unique community character with the introduction of new amenities, services, and developments aimed at enhancing quality of life and advancing primary job creation through targeted recruitment, business retention, and expansion strategies.
