The organization is seeking a vendor to develop a comprehensive three-year economic development strategy plan. The selected provider will establish a clear direction, define measurable outcomes, and outline a long-term positioning strategy for both the organization and the wider community. The scope includes evaluating current Business Retention and Expansion (BRE) efforts, business attraction initiatives, research, market intelligence activities, and lead generation effectiveness, with benchmarking against peer organizations on a national scale.
Analysis will also cover economic impact metrics such as capital investment, job creation, wage levels, industry mix, and return on investment for the city. The vendor will review the commercial real estate inventory and development pipeline to identify opportunities and constraints across office, retail, and mixed-use developments. The plan will include an actionable framework, implementation roadmap with timelines and deliverables, and identification of resources required for successful execution.
Establishment of clear organizational goals and key performance indicators is required, focusing on business retention, expansion, attraction, and market intelligence for the planning period. Recommendations for talent attraction and workforce engagement strategies to reduce regional outflow and support employer growth needs are expected. The vendor will also provide guidance to enhance the marketing and positioning of mixed-use developments in partnership with public and private stakeholders.
