DESCRIPTION


The county is seeking a consultant to provide economic development strategic plan services to guide its long-term vision for economic and workforce development. The selected firm will help establish strategic goals and deliver actionable recommendations that support business retention, recruitment, and expansion, while promoting job diversity across skill levels and career pathways and strengthening overall economic resilience.

The scope includes conducting the planning process and preparing two working drafts and a final draft for presentation to key stakeholders. The consultant will perform an existing conditions assessment, complete a cluster analysis of interconnected businesses, industries, sectors, and institutions throughout the county, and develop strategic direction and an action plan based on those findings.

Stakeholder and community engagement are key components of the work. The consultant will conduct interviews with county leadership and other stakeholders, including members of the county board of supervisors, the county executive, and business advocacy organizations. The consultant will also coordinate and host two community engagement workshops to share findings and gather input on strategic goals, existing conditions, and cluster analysis results.
