The selected vendor will provide services to develop an economic development strategic plan for the city in Texas. The plan will require a comprehensive assessment of the current economic environment, including market conditions and the competitive landscape. It must articulate a clear strategic vision and set goals for various economic development functions and programs, as well as offer policy recommendations related to the city's organization, economic development initiatives, and incentives.
The process will include the preparation of short-term (1–2 years), mid-term (3–5 years), and long-term (5+ years) implementation and action plans, each with relevant metrics. All plan components must leverage quantitative data from reputable sources, consultant-facilitated analytical studies, and qualitative information derived from community engagement efforts, market and case studies, and discussions with key stakeholders.
Additionally, the vendor will develop a sustainable revitalization program framework that aligns with community needs and encourages suitable redevelopment and investment. A formal strategy to measure the success of economic development efforts, including metrics and tools, is also required.
