Economic Development Strategic Plan Services

Maryland is seeking a qualified vendor to develop a comprehensive countywide economic development strategic plan. This plan will act as an actionable roadmap to set priorities for economic development, facilitate collaboration between public and private partners, and enhance the county's position as a leader in innovation, business growth, and inclusive prosperity.

The development process requires extensive engagement with a designated Strategic Plan Stakeholder Group, whose input will be vital for understanding the county's organizational and operational landscape. The selected vendor will conduct a detailed economic baseline analysis, including major economic indicators, employment trends, target industries, and benchmarking of competitiveness. Key focus areas include business attraction and site selection, business retention and expansion, support for entrepreneurship and small businesses, promotion of equitable opportunities, industry cluster development, innovation, workforce development, talent attraction, and improving community livability. Building and leveraging regional partnerships will also be central to the county's strategic approach to sustainable and coordinated economic growth.
