DESCRIPTION


A government authority in Pueblo, Colorado seeks a vendor to provide comprehensive economic development services. The selected firm will conduct legal, financial, and strategic analysis to recommend the optimal special district structure and address relevant considerations, including a detailed legal and regulatory review.

Responsibilities include summarizing formation requirements, governance structures, powers, and limitations for each district type, reviewing economic development goals, and assessing organizational structure. The firm will conduct stakeholder interviews to identify priorities such as infrastructure financing, tax increment financing (TIF), and service delivery needs.
