Economic Development Roadmap Study Service

Arizona is seeking a qualified vendor to conduct a comprehensive economic development roadmap study. The selected provider will design a data-driven, stakeholder-informed strategy that details short-, medium-, and long-term actions to foster sustainable economic growth, enhance workforce development, support business retention and attraction, and strengthen regional competitiveness.

Key responsibilities include the development of actionable strategies for business growth, workforce alignment, entrepreneurship, and improvements to quality of life. The vendor will engage a variety of stakeholders—including local businesses, residents, public officials, educational institutions, and community groups—through workshops, surveys, and interviews to ensure broad input and community buy-in. The final roadmap will include strategic recommendations targeting key sectors, policies, incentives, and programs to bolster economic resilience and growth.

Implementation strategies will be outlined, along with metrics to track progress, such as the number of new businesses and jobs created, workforce training and placement in local industries, and economic trends within targeted sectors. The solicitation will result in the award to a single entity.
