Economic Development and Investment Attraction Website Design, Develop, Hosting and Implement Migration Service Using WordPress CMS

Manitoba is seeking a qualified vendor to design, develop, host, and migrate two complementary WordPress-based websites: one serving municipal needs and another focused on economic development and investment attraction. These websites will act as primary digital platforms for investors, businesses, residents, and visitors, with a strong emphasis on modern design, accessibility, security, and ease of content management.

The project scope encompasses discovery and planning, information architecture, visual design, content preparation and migration, CMS development, accessibility and quality assurance, analytics and SEO setup, deployment, training, and post-launch support. The selected vendor will be expected to review existing materials, consult with the Economic Development Committee, develop intuitive site structures and navigation, and identify essential versus optional functionalities.

The municipal website will be aligned with RM branding and tailored for a resident-first experience, featuring a custom and professional design. The economic development website will emphasize Community Economic Development (CED) branding and provide an investor-focused platform with key information that is easy to locate and actionable. Both sites must be secure, fully mobile-responsive, performance-optimized, and accessible, with logical menus, search capability, and clear calls to action.

A key requirement is that staff can easily update both websites through a modern CMS, ensuring the timely publishing of information, consistency in formatting, and support for ongoing business retention, investment attraction, workforce growth, and transparency in municipal communications.
