The State of Maryland is seeking a qualified vendor to develop an economic competitiveness strategy that aligns with the agency’s comprehensive plan and executive priorities. The selected vendor will provide professional services to support a work plan focused on enhancing safe and secure communities, improving quality of life, strengthening community connections, promoting financial stability, and fostering sustainable growth.
Key expectations include delivering innovative analytical frameworks, strategic insights, and a comprehensive plan that addresses the agency’s identity, competitiveness, and market positioning. Vendors are expected to propose strategies for equitable economic development, economic mobility, business attraction and retention, entrepreneurship support, industry cluster development, and community partnership enhancement. The strategy should incorporate findings from relevant existing studies and articulate a clear vision and mission for economic development that resonates with various stakeholders.
Additionally, the project will require a detailed implementation plan outlining short-term and medium-term initiatives, organized in program chapters, and identifying responsible parties—whether agency staff, other departments, or external partners. Vendors must also propose budget ranges associated with each implementation strategy. The contract duration is five years, with specified deadlines for questions and submission of a Letter of Intent by interested applicants.
