Inception Report and Implementation Design Package due by the end of the 1st month.

Configured LMS in Test Environment, Integrations, and Pilot/UAT due by the end of the 3rd month.

Production Go-Live, Training, and Handover due by the end of the 5th month.

This RFP seeks a qualified vendor to design, develop or configure, test, deploy, and maintain an e-learning platform. The proposed solution will support the creation, management, and delivery of online training at both national and sub-national levels, facilitating capacity development for central institutions, regional and local civil protection structures, and other stakeholders within the civil protection system.

The selected vendor will be responsible for producing a comprehensive solution architecture and detailed implementation plan, addressing security baselines, user roles, permissions, workflows for course management, reporting requirements, and data protection needs. The scope also includes configuration or development of the LMS platform and necessary modules, system branding, the setup of course and certification templates, and reporting dashboards.

Comprehensive functional, security, and performance testing is required, with documentation of results and remediation of defects prior to the system's launch. Before full rollout, the contractor will conduct a pilot with a targeted user group, collect feedback, and implement necessary improvements to ensure a successful deployment.
