The government authority in Ottawa, Kansas is seeking proposals from qualified consultant teams to develop a comprehensive Downtown Master Plan. The selected vendor will be responsible for leading a professional planning process that incorporates urban design and engineering expertise.
Key tasks include conducting an assessment of existing conditions by reviewing current plans, studies, and infrastructure data. This involves evaluating streets, sidewalks, ADA accessibility, utilities, lighting, and drainage, as well as identifying constraints, opportunities, and system conflicts. The scope also covers transportation and mobility planning, such as traffic flow and circulation concepts, parking strategies, and improving pedestrian and bicycle connectivity.
Additional components of the project include establishing standards for sidewalks and streetscapes, developing a downtown tree strategy, and coordinating at a high level on utilities and infrastructure systems. Vendors will need to identify utility conflicts and address sequencing for water, sewer, stormwater, electric, and communication lines. The contract period for this Downtown Plan Service will be one year.
