DESCRIPTION


A government authority in South Dakota seeks vendors to implement a Doula Workforce Advancement Program aimed at improving maternal and infant health outcomes across the state. The selected provider will be responsible for recruiting and training doulas who reflect the cultural, linguistic, and geographic diversity of South Dakota's communities, supporting doula training and certification through scholarships, stipends, or financial assistance to reduce barriers to entry and to facilitate Medicaid enrollment.

The provider will help establish or grow a community-based or tribal doula program or expand the capacity of an existing program in order to increase the number of trained doulas available in state communities. Additionally, the program should promote Medicaid provider enrollment among trained doulas to ensure access to doula services for low-income and Medicaid-eligible individuals.

Vendors will also be expected to develop policies, procedures, workflows, and technology systems to support Medicaid billing, client tracking, care coordination, and the long-term sustainability of the program.
