The U.S. General Services Administration (GSA) Public Buildings Service is conducting market research to identify qualified contractors for the turnkey construction of a Sensitive Compartmented Information Facility (SCIF) for the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) at the Denver Federal Center in Lakewood, Colorado. This project will be delivered through a firm–fixed–price, design–bid–build approach, with construction taking place primarily during normal business hours and some utility work scheduled after hours to minimize disruption to active building tenants.
The SCIF project encompasses approximately 23,688 square feet of office and support space within an existing facility, including 16,000 square feet of finished office space and 7,688 square feet of mechanical and electrical rooms. The scope involves demolition, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, audio-visual systems, security, equipment, furnishings, and integration of existing data center equipment. Spaces to be constructed include a reception area, offices, conference rooms, hoteling cubicles, a pantry, a server room, and a large video conferencing room, all built to full SCIF accreditation standards.
Contractors must adhere to GSA PBS Core Buildings Standards and Building Information Modeling (BIM) requirements. The contract is anticipated to be awarded in Q1 2027 with an estimated 11-month duration and a project magnitude between $10,000,000 and $20,000,000. Firms must demonstrate relevant experience, bonding capability for at least $20 million, and proper registrations and certifications. Small and socioeconomically designated businesses are strongly encouraged to respond.
