DESCRIPTION


The government authority in Houston, Texas seeks a qualified vendor to provide comprehensive disaster recovery and grant management consulting services to support their response, recovery, and mitigation initiatives. The scope includes general program management services for all disaster response and recovery activities, as well as public grant administration involving strategic planning to maximize reimbursements, cash flow management, financial analysis, and the development and submission of required reports. Vendors will also be responsible for data management and recordkeeping.

Technical assistance is expected for Public Assistance (PA) and Hazard Mitigation Assistance (HMA) services, which may comprise legal, engineering, and architectural support. Additional responsibilities include state and federal disaster recovery compliance and support, such as program troubleshooting, policy interpretation, pre-disaster planning, preparedness, damage assessments, and cost estimating. The RFP covers disaster cost recovery grant administration, long-term project and grant management, and pre/post-disaster financial documentation including cash flow management and cost benefit analysis.

The contract is set for three years. A pre-bid meeting will be held on May 6, 2026, and questions must be submitted by May 13, 2026.
