DESCRIPTION

The State of California is seeking a comprehensive digital signage management system to enhance centralized control, IPTV integration, and real-time content updates across various locations. The desired solution will enable authorized staff to remotely manage and control television content and playlists displayed on multiple screens, supporting dynamic playlists, real-time updates, and centralized administration, all with the goal of improving communication, engagement, and operational efficiency.

The system should function as a central hub for managing, routing, and distributing IP video streams, suitable for stream management, routing, rebroadcasting, or IPTV stream reflection both over WAN and the internet. It must support a variety of video and audio codecs, standardize television displays across facilities, and ensure consistent brand messaging and visual communication. A centralized, web-based or on-premises content management system should allow authorized personnel to upload, schedule, and manage content by facility, housing unit, or individual screen, and support remote scheduling and monitoring.

Integration with existing network infrastructure is required, and, if applicable, the system should be able to connect with emergency alert or public address systems, contingent upon county approval. The contract period for this project will be five years.
