A vendor is sought to develop a secure, user-friendly, and gender-responsive digital reporting platform tailored for Mozambique. The platform will empower community members, especially women and representatives of women and youth organizations, to safely report incidents related to conflict, gender-based violence (GBV), and security concerns. Key requirements include a fully functional and scalable system that integrates gender-responsive design principles throughout the platform.

The platform must provide a user-friendly and inclusive interface accessible via both web and mobile devices, offering multilingual support and robust offline functionality to address the needs of remote regions such as Cabo Delgado. The backend system should facilitate real-time monitoring, enable gender- and age-disaggregated data analysis, and ensure compliance with data protection regulations.

To protect reporters and particularly survivors, the solution must implement strong security measures, including end-to-end encryption, user authentication, and anonymization options. The vendor will be responsible for delivering a platform that enables timely, data-driven interventions in response to conflict, natural disasters, and violent extremism.
