DESCRIPTION

The client is seeking a vendor to provide digital marketing and advertising campaign services targeting the military community. The selected company will be responsible for utilizing an established digital media network dedicated to the military sector to deliver precision geofencing around military installations nationwide, promoting the Smart Start Virtual Transition Assistance Program.

Services include Out-Of-Home (OOH), on-base, and near-base media placements, such as bulletin boards, digital screens, and posters for six-month durations at one or two bases per month, and digital billboards near eight base entrances for six months. The scope also covers activating digital campaigns via geo-targeted displays, email newsletters, and social media outreach specifically crafted for the military audience, as well as recruiting service members for out-of-state relocations using a nationwide digital footprint.

The contractor will need to develop endemic content tailored to military experiences to foster a trusted communication environment. Additional responsibilities encompass strategic marketing guidance, trend analysis, strategy development, and identification of target audiences, along with the development of print, broadcast, social, and electronic marketing materials. Detailed reports documenting campaign reach and engagement must also be provided.

A non-mandatory pre-bid meeting will be held, and all inquiries must be submitted by the specified deadline.
