The U.S. Citizenship and Immigration Services (USCIS), Office of Intake and Document Production (OIDP), is seeking information from the industry regarding solutions for issuing secure Digital Credentials as digital equivalents to existing physical immigration credentials. These digital credentials will be provided in parallel with physical documents, without replacing them.
This Request for Information (RFI) is intended for market research to identify industry capabilities, best practices, and innovative approaches for secure digital credential issuance. USCIS is interested in both mobile identity solutions (such as mobile driver's license-style credentials) and standards-based frameworks like W3C Verifiable Credentials and Decentralized Identifiers. The agency aims to evaluate the relative maturity, interoperability, and suitability of different technical standards and hybrid approaches for immigration use cases.
Responses will help USCIS refine future requirements, assess acquisition options, and inform potential solicitations, but this RFI is not a solicitation and will not result directly in a contract. Input regarding different credential models and their effectiveness for immigration is especially encouraged.
