The project seeks a vendor to provide a comprehensive digital immigration document solution. Digital credentials will be issued alongside physical credentials, ensuring that both formats are available concurrently. The solution must offer user-facing digital wallets or credential containers, supporting platforms such as mobile apps (iOS and Android), browser-based wallets, and OS-native wallets, to facilitate secure storage, presentation, and validation of credentials.
Vendors should demonstrate prior experience with mobile identity, digital credential solutions for government or large public user populations, and robust operations and maintenance capabilities including monitoring, logging, incident response, software updates, security patching, vulnerability management, disaster recovery, and continuity of operations. The solution must support both online and offline verification, integrate with relying party systems, and enable privacy-preserving, selective data sharing along with user consent controls. Essential protections like device binding, tamper-evident features, cryptographic integrity verification, prevention of unauthorized copying or export, and user-controlled data deletion consistent with federal privacy requirements are required.
Additionally, verification methods should be accessible remotely, such as APIs, SDKs, and web-based portals, to meet the needs of employers, government agencies, and other relying parties. End-to-end encryption and support for secure integration are mandatory features.
