The State of Maryland is seeking a vendor to provide a comprehensive digital evidence management system designed to meet the requirements of state laws, rules, and court articles. The system should facilitate the entire workflow of requesting, receiving, and monitoring digital evidence for law enforcement and other parties involved in cases or investigations. It must include open APIs to enable seamless integration with external applications, supporting programmatic access for developers wishing to build on the platform's functionalities.
Key capabilities should allow team managers to efficiently oversee team members and manage case-related digital evidence flows. The solution must offer automatic or selective enhancement of digital evidence, such as audio transcription with editing features, time stamping, clipping, annotation, and conversion to universally playable video formats. The platform is also required to support transcription and translation services, specifically with the ability to process and translate Spanish content.
Additional requirements include 24/7 technical support and incident response, robust tools for searching, filtering, and managing evidence in bulk, and mobile and web-based access for authorized staff members. The vendor should provide regular updates and feature enhancements to ensure the platform remains current and effective.
