The government authority in Lowell, Massachusetts seeks a qualified vendor to act as a development partner for upcoming projects. The selected partner will be responsible for developing both a preliminary financing plan and a comprehensive development plan, including construction scheduling. Duties will include evaluating the need for gap funding, establishing the total development cost, identifying and securing additional public and private funding sources, as well as preparing and submitting required funding applications. The partner will participate in negotiations with funding providers to support project advancement.
Additional responsibilities include identifying and negotiating contracts with architects, engineers, subcontractors, and consultants essential to the project’s development. The vendor will also collect and analyze existing site data to support the design process, which may involve surveys, traffic impact studies, and geotechnical assessments. A pre-bid site visit is scheduled for April 14, 2026.
