Albany County, New York, seeks a vendor to develop a comprehensive plan that will serve as a long-term policy and implementation framework guiding county actions and investments over a 20-year planning horizon.
The selected consultant will initiate the project with a kickoff meeting involving agency and county departments, refine project schedules and milestones, and prepare a detailed engagement plan. Responsibilities include confirming data sources, analytical methods, and communication protocols, as well as identifying key decision points for county input or approval.
The consultant is expected to conduct an in-depth assessment of existing conditions and trends, covering demographics, economics, housing, land use, transportation, infrastructure, environmental resources, public health, and relevant county and municipal policies. This analysis must address disparities among urban, suburban, and rural areas and document infrastructure capacity and constraints.
A robust stakeholder and public engagement process is required, including interviews, workshops, intergovernmental coordination, public outreach activities (such as surveys and public meetings), and targeted outreach to underrepresented communities. Outreach materials will be produced to support public engagement throughout the process.
