The Altoona VA Medical Center seeks an Architect–Engineering (A/E) team to provide comprehensive design and construction documents for a project to replace the underground sprinkler and domestic water mains, designated as project #503–26–104. The selected firm will furnish all labor, materials, tools, equipment, and services required for both Design Documents (DD) and Construction Documents (CD), ensuring compliance with VA guidelines, EPA requirements, and local specifications tailored specifically to the Altoona, Pennsylvania facility.
The procurement process will follow a Best Value two–phase A/E selection. In Phase I, SF330 submissions will be evaluated to identify the three best qualified offerors, who will then advance to Phase II for interviews regarding their service approach. The eventual award will be made to the top-rated firm through a Firm Fixed Price (FFP) contract, with a period of performance totaling 180 days from the Notice to Proceed, including scheduled submittals at 30%, 60%, and 95% completion. The contract is set aside exclusively for Service–Disabled Veteran Owned Small Businesses (SDVOSB) and requires registration in SAM and VetCert at the time of submission. The estimated construction cost magnitude ranges between $1,000,000 and $5,000,000.
