DESCRIPTION


A Lebanese agency is seeking a qualified consultancy to design, develop, and operationalize an integrated institutional website along with a scalable, secure Learning Management System (LMS). The scope of the assignment includes conducting a comprehensive assessment of the agency's current IT systems, infrastructure, cybersecurity measures, and digital readiness. The selected consultant will be responsible for ensuring the new platform's full ownership by the institution, operational sustainability, compliance with international cybersecurity standards (such as ISO 27001), and accessibility for persons with disabilities.

Key deliverables include the development and deployment of a fully functional institutional website, enterprise-grade LMS with modular architecture, multi-user access, certification and assessment features, as well as robust reporting capabilities. The solution must support both Arabic and English languages, incorporate user access hierarchies, and ensure alignment with Lebanese data protection regulations. Responsibilities also involve digitizing and structuring curriculum and multimedia training content, developing user and administrator manuals, and establishing maintenance protocols.

The consultant will provide both on-site and remote testing, including security penetration and quality assurance, followed by comprehensive training for all user levels. Post-deployment technical support must be provided for a minimum of 60 days after the system handover, to ensure smooth operational transition and knowledge transfer.
