DESCRIPTION


The U.S. Government is seeking qualified Service-Disabled Veteran Owned Small Business (SDVOSB) firms for award under a Multiple Award Construction Contract (MACC) utilizing both Design–Build (DB) and Design–Bid–Build (DBB) delivery methods. This Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a potential value up to $350 million, will support a range of new construction, repair, alteration, and related demolition projects for Navy, Marine Corps, Air Force, and other federal facilities throughout the State of Hawaii. Infrastructure projects may include industrial buildings, warehouses, nonresidential structures, and improvements such as utilities, landscaping, airfields, and roadways.

The solicitation is limited strictly to SDVOSB firms. Award decisions will be based on a best-value approach, considering factors such as technical approach, corporate experience, past performance, safety, technical solutions, and price. The MACC is anticipated to have a five-year base period with a three-year option, ensuring a maximum duration of eight years. Task orders under this contract may range from $150,000 to $5 million, with contractors guaranteed a minimum of $3,000 in work during the contract period; task orders will be competed among awardees.

Participating contractors will be required to provide all necessary labor, supervision, materials, tools, and equipment, and to employ architect/engineering services as needed for design and construction tasks. Firms must be registered and active in the System for Award Management (SAM) database to be eligible for award. This opportunity is intended to foster SDVOSB participation in large-scale federal construction projects across Hawaii.
