The Navy seeks qualified small business construction firms for an IDIQ contract covering mechanical, electrical, plumbing, and fire protection services at Naval Station Great Lakes and nearby facilities.

DESCRIPTION


The Naval Facilities Engineering Systems Command, Mid–Atlantic is conducting market research to identify qualified small business firms capable of providing construction services under an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). This contract will focus on mechanical, electrical, plumbing, and fire protection projects at Naval Station Great Lakes and Naval Operational Support Centers within a 450-mile radius of the base. Work may also extend to other areas within NAVFAC MIDLANT’s Area of Responsibility as authorized by the Contracting Officer.

The scope of work includes demolition, repairs, upgrades, and new installations of mechanical, electrical, plumbing, fire protection, and Heating Ventilating and Air Conditioning (HVAC) systems, including associated boilers, high-pressure steam distribution, electrical distribution, generators, potable water distribution, sanitary sewer, storm water control, and communications systems. The selected contractors must be able to manage multiple task orders concurrently and carry out lead or asbestos abatement, and potentially work in explosive facilities, across a range of facility types including administrative, industrial, warehouse, maintenance, educational, recreational, and food service buildings. Projects will be delivered as either design-build or traditional design-bid-build and must conform to applicable building, fire life-safety, and environmental regulations.

Eligible firms include service-disabled veteran-owned small businesses, certified HUB-zone firms, certified 8(a) businesses, women-owned, and other small businesses. Large businesses will not be considered for this contract. Contractors will be responsible for all necessary labor, supervision, engineering, design, management, materials, equipment, and transportation required to complete assigned projects.
