The U.S. Department of State (DOS), Bureau of Global Acquisitions, on behalf of the Bureau of Overseas Buildings Operations (OBO), announces an upcoming solicitation for Design–Build Construction Services for a New Embassy Compound in Tallinn, Estonia. This project seeks to engage top-tier construction firms capable of delivering high-quality and secure diplomatic facilities.

The procurement will be conducted as a two-phase, full and open competition, subject to the Omnibus Diplomatic Security and Antiterrorism Act of 1986 and relevant legislation. Interested companies will first be evaluated for eligibility, after which selected offerors will be invited to submit technical and price proposals in the second phase.
