The U.S. Army seeks qualified firms for a multi-award contract to modernize and commission multiple government ammunition plants through a range of large-scale design-build and construction projects.

DESCRIPTION


The Army Contracting Command Rock Island (ACC–RI), on behalf of Project Lead Joint Services, is soliciting proposals to establish a Multiple Award Task Order Contract (MATOC) for comprehensive design, build, and commissioning services to support modernization initiatives at Department of War Government–Owned, Contractor–Operated (GOCO) Army Ammunition Plants (AAPs). The MATOC will facilitate a range of substantial projects, including design-build, design–bid–build, and progressive design–build methods.

Projects under this contract will include the design, construction, and full commissioning of energetic material manufacturing lines such as explosives and propellants, load/assembly/pack lines, shell casing and metal parts production, building upgrades, energy and environmental improvements, and related facility commissioning to prove operational readiness. Awardees will be required to furnish all necessary personnel, equipment, supervision, architectural and engineering expertise, and project management as defined by specific Task Orders.

The MATOC contract will have an Indefinite Delivery/Indefinite Quantity structure with an ordering period of five years from award. The work will be performed at several GOCO AAPs, including facilities in Kingsport, Tennessee; Middletown, Iowa; Independence, Missouri; Milan, Tennessee; Scranton, Pennsylvania; Radford, Virginia; and Rock Island, Illinois. The acquisition will be conducted as a full and open competition, with the anticipated RFP release scheduled for April 2026.
