SUMMARY

GSA seeks a contractor for repair, renovation, and driveway extension at the Alburg Springs Land Port of Entry in Vermont using the Design–Bid–Build method.

DESCRIPTION

The General Services Administration (GSA) Public Buildings Service (PBS) Office of Acquisition Management plans to hire a construction contractor for a Repair and Alteration (R&A) and driveway extension project at the Alburg Springs Land Port of Entry (LPOE) in Alburg, Vermont. This initiative utilizes the Design–Bid–Build (DBB) method, requiring sequential design and construction contracting, and will incorporate important standards set by GSA PBS and Customs and Border Protection (CBP).

The project aims to renovate the LPOE and add a driveway extension to improve efficiency and meet the operational needs of CBP and GSA. Upgrades will address existing deficiencies, modernize facilities, and comply with the latest Program of Requirements. Major elements include installing gates and guardrails, constructing a new officer inspection booth, interior renovations with a new floorplan, and updating mechanical, electrical, plumbing, and security systems. The driveway extension is designed to enhance security by addressing challenges with local traffic entering and exiting near the port.

The project will respect and incorporate the existing Historic Facility, listed on the National Register of Historic Places. Construction will necessitate a full closure of the port during activities, and one award will be made for this DBB solicitation. Estimated costs range between $10,000,000 and $15,000,000, with an anticipated award date around July 2026. Interested contractors will need to access secure documents through SAM.gov and should be actively registered in SAM.gov.
