Ohio seeks a provider for agency-wide demand response and curtailment services, focusing on real-time energy reduction and shared program payments.

Contractor must be an active member in good standing with PJM
Contractor must be registered with PUCO as a CRES provider
Proposed Project Manager must have a valid Ohio P.E. license or CEM certification
Provide prior experience in CSP programs for governmental and institutional customers with documented savings
Demonstrate ability to maximize DR and other curtailment services
Provide documentation of proposed Project Manager's education, experience, and average weekly availability
Detail Work team members' education, experience, and average weekly availability
Identify subcontractors, anticipated Deliverable percentages, office addresses, and subcontracted hours
List three similar projects completed in the past five years with team members, roles, project owners, and contact information
Provide a list of applicable PJM DR and other curtailment service programs, including explanations of curtailment performance, measurement, and DER payment calculations
Demonstrate detailed understanding of the Work's scope, challenges, and limits, including Agency involvement and innovative approaches
Present how the Work team will perform the Work, including organization, understanding of challenges and risks, and a detailed Work execution plan
Describe technological capabilities for the Work, emphasizing innovative concepts to save time and/or money
Describe the process to evaluate Agency usage and equipment for daily energy consumption and curtailment potential
Detail support capabilities offered to the Agency
Provide a sample participating agreement with key contracting terms and conditions
Describe departments that interface with curtailment agencies, including account representatives and technical help desks, their availability and terms
Outline any other services offered to the Agency and their benefits
Present a proposed implementation timeline for enrollment and startup of DR events and energy curtailment services for DRC, DYS, and other agencies
Develop facility-specific curtailment protocols and detailed contingency plans
Establish specific protocols for other curtailment services applicable to various facilities
Coordinate with utility companies and PJM for test events and proper execution during dispatch scenarios
Notify Agency facility personnel of upcoming DR events at least two hours in advance, unless otherwise agreed
Permit the Agency to opt-out of a DR event or other curtailment services at any time
Provide timely notifications of DR events or other curtailment services through various communication methods (email, text, phone)
Supply clear and concise written instructions for load reduction during DR events
Develop baseline measurements for energy usage at each facility using historical utility data
Conduct comprehensive post-event reporting and analysis to verify actual load reductions and financial performance
Create and maintain a secure online platform for Agency access to earnings, real-time energy usage, and program participation/performance
Ensure DAS has access to all data related to the Work from the Agency
Ensure data hosted on the secure platform complies with all State Data and Cyber Security requirements
Provide training sessions for Agency and DAS personnel on data access and platform utilization
Ensure all funded projects adhere to R.C. 4928.66 and PUCO orders and policies
Submit monthly, quarterly, and annual reports to the DAS Contract Administrator
Provide a quarterly report to DAS detailing DER payment breakdown by Agency
Report quarterly to DAS on the total number of accounts in programs by type and Agency, including an updated account list
Provide quarterly reports to DAS and the Agency on DR participation rates, load reductions, event summaries, and compliance updates
Submit a quarterly report to DAS evaluating overall program performance and outlining lessons learned
Provide copies of all program performance reports submitted to PUCO and other regulatory agencies to DAS
Report to DAS on data security storage and access maintained for audit purposes
Annually track and report on environmental and reliability benefits of the program to DAS and the Agency
Keep copies of all participation agreements and submit electronic copies to DAS, ensuring they do not extend beyond Contract expiration
Verify account information within 30 days of Contract execution and annually thereafter
Meet annually with at least one representative from each Agency for every participating facility
Conduct quarterly meetings with DAS to review account information and Contract performance
Hold meetings with the Agency either in person or virtually, based on mutual agreement
Actively promote the program to all eligible State Agencies
Clearly communicate program details to potential Agency participants
Not impose a minimum account size or volume requirement for Agency participation
Create electronic marketing materials with DAS written approval, with Contractor paying production costs
Ensure the Agency has unrestricted authority to reproduce, distribute, and use reports, data, or materials
Assess potential DER Payments for prospective Agencies based on historical data within 30 days of request
Conduct in-person assessments of prospective facilities (no travel reimbursement)
Meet with the Agency whenever they request a meeting
Provide a detailed description of the DER customer payments structure
Not charge the Agency any enrollment fees
Pay the Agency an agreed-upon percentage of all payments received by the Contractor for the Agency’s performance
Issue payments to the Agency within 45 calendar days of receiving payment from the grid operator and/or utility for the preceding quarter
Pay all penalties, fines, or costs resulting from non-compliance with PJM, PUCO, federal, or State regulations
Assume 100% of the risk associated with underperformance
Submit DER payments along with supporting documentation complying with Office of Budget and Management State accounting requirements
Comply with all State and DAS IT Policies and Standards
Comply with the State IT Cloud Smart Strategy
