A strategic consultant is sought to provide expert guidance in coordinating, strengthening, and scaling alternatives to arrest, prosecution, or incarceration for targeted populations. The consultant will conduct a comprehensive review of the existing prosecutor’s office deflection and diversion programs, analyze their effectiveness, resource allocation, and operational processes to identify areas for improvement.
Expertise in criminal justice systems, law enforcement operations, and community-based diversion or deflection programs is required. The consultant must demonstrate experience in designing, implementing, or evaluating diversion and deflection initiatives, particularly for youth, individuals with behavioral health needs, or repeat offenders. Familiarity with evidence-based practices in diversion, restorative justice, and re-entry programs, as well as knowledge of program evaluation and performance metrics, is essential.
The consultant will provide leadership with data-driven insights to inform policy, funding, and operational decisions, offering actionable recommendations for immediate enhancements to program efficiency, interagency coordination, and community impact. The engagement includes creating a sustainable, evidence-based roadmap for expanding and optimizing deflection and diversion initiatives over the coming years, ensuring all recommendations reflect national best practices.
