DESCRIPTION

The State of North Carolina is seeking a vendor to provide a comprehensive debt management software solution delivered as Software-as-a-Service (SaaS). The selected platform must support single sign-on capabilities and enable the monitoring and administration of both state and local government debt, including issuance, recordkeeping, and debt schedule management.

The solution should facilitate the display, collection, transfer, reception, and detailed logging of data, both entered directly by users and received from third-party entities. These functions are integral to supporting the needs of the State and Local Government Finance Division in managing public sector debt.

A mandatory pre-bid meeting for interested vendors is scheduled for April 8, 2026, and all vendor questions must be submitted by April 15, 2026. The anticipated contract period is three years.
