Columbia, Missouri is requesting proposals for data transport services to support government operations.

Participate in Federal USF programs (E-Rate) and comply with FCC Form 499
Adhere to ITU/IEEE/ANSI standards for all circuit solutions
Provide Service Level Agreement (SLA) for circuits with specific performance guidelines (latency, packet loss, network availability, jitter)
Provide full-sustained rate (capacity) for all tail circuits
Allow ordering of increased circuit capacity within existing term with same expiration date
Supply industry standard termination equipment (e.g., smart jacks) inside the building as part of circuit installation
Deliver circuits to MOREnet's premise equipment using standard Ethernet ports
Use MOREnet's IP addresses at all sites
Allow MOREnet to rate-limit bandwidth below what was ordered
Ensure Respondent's network does not interfere with MOREnet's ability to manage and monitor member site networks
Honor Quality of Service (QoS) and Class of Service (CoS) settings through the network to MOREnet PoP facility
Aggregate and deliver all tail circuits on a 1 Gigabit or 10 Gigabit Ethernet circuit to one of MOREnet's PoP facilities
Ensure bandwidth sum of tail circuits does not exceed aggregation circuit capacity
Provision aggregation circuits to deliver Virtual Circuits from member site to MOREnet PoP, preventing direct communication between member sites
Provide written notice of scheduled maintenance outages at least 72 hours prior, performed between 12:01 A.M. and 6:00 A.M. unless otherwise agreed
Begin billing for new circuits only after successful installation and MOREnet verification of traffic passage
Inform MOREnet of any cost or cancellation notice for individual member site circuit cancellation or reduction
Dark fiber must be single mode fiber suitable for DWDM networking at 100Gbps and greater per wavelength
Guarantee delivery for sites listed in the proposal response
Ensure service is operational within 120 calendar days of order
Maintain a regular place of business in the State of Missouri
Commit to using Service-Disabled Veteran Business Enterprise (SDVE) companies or be a certified SDVE
University prefers to receive only one bill for services
Remove formulas embedded in the pricing spreadsheet before submission
