DESCRIPTION


This RFP seeks a vendor to provide a modular Criminal Justice Information Exchange (CJIX) solution, facilitating the exchange of critical information among the National Law Enforcement Telecommunications System (NLETS), National Crime Information Center (NCIC), and relevant state, local, and federal law enforcement, justice, and public safety entities. The project involves implementing a comprehensive, modular Software-as-a-Service (SaaS) solution, or one or more SaaS or Commercial Off-The-Shelf (COTS) solution modules, with ongoing maintenance and operational support.

The selected vendor will be responsible for designing a flexible CJIX architecture, managing the integration and phased implementation of each module, and overseeing the decommissioning of the existing solution in alignment with the new deployment. Activities also include supporting procurement processes to ensure a smooth transition, while prioritizing state budgets, operational risk management, and compliance with state procurement standards. The CJIX solution must conform with all applicable state and federal laws, standards, and policies, and must supply functionalities including a criminal history database, terminal application/NCIC/NLETS connections, and administrative features.

Vendors should submit any questions by May 20, 2026. The engagement is expected to cover a five-year period, with a pre-bid meeting scheduled for June 4, 2026.
