The State of Vermont is seeking a vendor to modernize its criminal history record check system. The current process is primarily manual and decentralized, often involving paper forms and the physical delivery of results, which leads to delays from initial fingerprint authorization to final suitability determinations.
The selected contractor is expected to deliver an end-to-end digital solution that eliminates paper fingerprint authorization certificates for in-state applicants, automates checks against the state’s criminal history database and the national sex offender registry, and provides a secure digital portal for agencies to retrieve results. The project includes performing all legacy data migrations using state-approved migration plans and data mapping templates, as well as providing post-implementation support.
The solution must integrate with existing systems such as the Automated Fingerprint Identification System (AFIS), National Sex Offender Registry (NSOR), Vermont Computerized Criminal History database (CCH), FBI Interstate Identification Index (III), and Microsoft Access database.
