DESCRIPTION


The government authority located in Salem, Oregon is seeking proposals from qualified firms to provide final design and permitting services for a creek restoration project. The scope includes the delivery of comprehensive professional services, such as engineering, environmental, planning, and technical support necessary to complete Plans, Specifications, and Estimate (PS&E) packages, secure all required construction permits, and support the advancement of the project through to construction.

The selected firm will deliver interdisciplinary services, including confirmation of project requirements and criteria, consultation with Tribes and regulatory agencies, technical site studies such as geotechnical evaluation and historical/archaeological documentation, and engineering design. The project aims to increase species resiliency, decrease downstream water temperatures, restore natural hydrologic conditions, and use process-based restoration for Kelly Creek’s degraded stream and habitat. Goals include restoring self-maintaining ecological processes, enhancing fish passage, and replacing the existing dam with a bridge to improve both ecological connectivity and campus access for pedestrians, emergency vehicles, and utilities. The contract is expected to span one year.
