The State of Hawaii is seeking a vendor to provide cost optimization support services (COSS) focused on software, SaaS, hardware, and IT contracts. The objective is to address the current challenges related to limited access to software licensing pricing benchmarks and contract data from comparable enterprise software agreements, which are critical for effective contract cost optimization.
The selected vendor will be responsible for developing and implementing a comprehensive cost optimization strategy. This includes leveraging third-party expertise and deep market knowledge in technology software license pricing to identify opportunities for savings and to inform negotiation tactics. The support services should encompass the assessment of current and proposed SaaS licensing models—including fees related to licensing, hosting, infrastructure, maintenance, updates, and basic support—to ensure optimal contract terms.
Additionally, the vendor will be expected to evaluate and respond to various sales tactics and strategies employed during the procurement process. The initial contract period is set for one year. All questions regarding this opportunity must be submitted by January 22, 2026.
