DESCRIPTION


The agency of corrections and rehabilitation (CDCR) seeks a qualified vendor to provide programmatic marketing services to support its human resources, recruitment, and career services (RCS) in increasing the number of applications for correctional officer (CO) positions. The initiative aims to achieve an average of 3,000 applications per month to fulfill the Department's requirement of hiring approximately 2,000 correctional officers annually.

Services include planning and executing digital and traditional advertising campaigns across multiple platforms such as television, public billboards, diversity job sites, radio, geofencing, social media, candidate engagement events, and drip campaigns. The selected contractor will also be tasked with managing and possibly procuring platforms like Zoom or similar solutions to facilitate and promote regular virtual career fairs featuring multiple breakout rooms.

Expertise in peace officer recruitment marketing is essential, particularly utilizing simultaneous advertising on a variety of networks and exploring new advertising opportunities to meet aggressive hiring objectives. The contract will be awarded for a period of two years, with all questions regarding the solicitation due by April 20, 2026.
