The government authority in San Diego, California is seeking a vendor to provide comprehensive contract planning services. These services encompass support for a diverse range of projects requiring entitlements and plan check reviews, including residential, commercial, mixed-use, and industrial developments. The selected vendor will be responsible for developing and maintaining effective working relationships with departmental staff, other city entities, external agencies, and the public.

Duties include analyzing projects to ensure compliance with the city’s general plan, zoning ordinances, local coastal program, subdivision map act, design guidelines, specific plans, and applicable legal requirements at local, state, and federal levels. The vendor will review ministerial applications, process regulatory permits and discretionary entitlements such as variances, coastal development permits, design review permits, use permits, tentative maps, and general plan or zoning amendments. Additional responsibilities involve completing building permit and grading permit plan checks, processing zoning reviews/clearances, and sign permits using Bluebeam Revu. The planning consultant will also coordinate the implementation of development permit applications through the construction phase to guarantee compliance with approval conditions and mitigation measures.

The scope of work further calls for preparing well-written staff reports, resolutions, ordinances, conditions of approval, and delivering oral presentations to the planning commission and city council. Timely review and feedback on projects are required according to the timelines specified by the permit streamlining act and other city policies. Emphasis is placed on the ability to manage multiple projects and priorities efficiently while maintaining high quality of review, adherence to schedules, and budget compliance. The contract period is for one year, with all questions due by April 16, 2026.
