Contract Management and eProcurement Software

A vendor is sought to provide a turnkey software solution for the implementation, deployment, and ongoing support of a countywide contract management and eProcurement system in South Carolina. The system must facilitate the electronic posting and publishing of solicitations, including RFPs, IFBs, and RFQs. It should enable users to receive and respond to solicitation-related questions directly through the platform, ensuring streamlined communication.

Key capabilities include automated scoring of proposals based on committee inputs, comprehensive reporting on local vendor participation, and robust administrative controls for managing users and their access rights. The solution must emphasize security, including encrypted transmission of user credentials, session timeout warnings, user authentication, and distinction between active and disabled users. The platform is required to be fully web-based, support linkage of contract agreements with supporting documentation, vendor registration with commodity designation, and integration or interfacing with third-party applications such as Smartfusion.
